Hello. In practice OVH block all client account / reseller / partner with any number of active service due to violation of one of the services.

For example:
partner has 10-100 active dedicated servers.
The servers used for virtualization, vps servers.

One of thousands of customers in the vps broke the rules (phishing). From a certain IP.
OVH blocks the whole account! Even if the problem resolved.
You can simply block 1IP, instead of the entire account.
If the violation is repeated several times, and the customer does not eliminate the problem, then you can block all account completely.
Actions can be triggered intentionally by competitors.

Info intéressante, effectivement c'est un peu de l'intégrisme, exploitée par le hackers. Pour faire tomber un site, il suffit d'ouvrir un compte sur le même serveur (mais encore faut-il (connaître le serveur du site en question et s'arranger pour être sur le même)) et boum.

My experience as customer for VPS providers hosted at OVH is not the same. When there's an issue, only the concerned VPS IP is blocked, not the whole range or all services. I don't know on how abuse works about this, and i'm pretty sure that some VPS providers get whole services blocked.

So you can maybe open a ticket to know more about this :) .
